GOVERNANCE REVIEW AND POLICY DEVELOPMENT CONSULTANCY FOR THE
GHANA STAMMERING ASSOCIATION
Introduction
The Ghana Stammering Association (GSA) is a national non-profit organization
dedicated to advocating for the rights and inclusion of people who stammer. Since its
establishment in 2014, GSA has worked to create awareness, reduce stigma, and
promote access to education, employment, and social participation for individuals
with speech differences. Through advocacy, capacity building, and support programs,
the association has played a crucial role in empowering people who stammer across
Ghana.
To this end, GSA is seeking the services of a qualified consultant or consultancy firm to
undertake a comprehensive review of its governance structures and identify existing
governance gaps. The consultant will also be responsible for developing and/or
reviewing key organizational policies, including governance and human resource
policies, to enhance institutional effectiveness, accountability, and compliance with
best practices. This consultancy is expected to provide GSA with the appropriate
governance and policy frameworks required to support its operations, strengthen
organizational capacity, attract funding opportunities, and maximize its impact in the
disability advocacy space.
Scope of Work
The selected consultant will be responsible for:
- Conducting a comprehensive review of the governance framework, structures,
systems, and practices of the organization to identify governance and
operational gaps. - Assessing existing policies, procedures, and institutional arrangements to
determine areas requiring improvement and alignment with best practices. - Developing and/or updating relevant operational policies and plan, including:
> Governance Policy
> Strategic plan
> Human Resource (HR) Policy - Engaging management, staff, and key stakeholders to gather inputs and ensure
that the proposed policies reflect organizational needs and priorities. - Facilitating a validation workshop to present the draft policies and findings,
obtain stakeholder feedback, and incorporate agreed recommendations. - Producing final policy documents and recommendations for implementation.
Duration and Deliverables
This consultancy is expected to last three months, with the following key deliverables:
- Inception Report outlining the methodology, work plan, and stakeholder
engagement approach. - Governance Gap Assessment Report identifying governance, operational, and
institutional gaps. - Draft Governance Policy, Strategic plan, and Human Resource (HR) policy for
review and validation. - Validation Workshop Report, including stakeholder feedback and
recommendations. - Final Governance Policy, HR Policy, and Strategic plan incorporating comments
from the validation workshop. - Final Consultancy Report detailing findings, recommendations, and
implementation considerations.
Eligibility and Qualifications
Applicants should have:
- Proven expertise in corporate governance, institutional strengthening, and
organizational development, particularly within non-profit, civil society, or
membership-based organizations. - A minimum of five (5) years of relevant experience in conducting governance
assessments, institutional reviews, and policy development assignments. - Demonstrated experience in developing, reviewing, and revising strategic plan,
organizational policies, including governance, human resource, administrative,
and operational policies. - Proven experience in conducting stakeholder consultations, facilitating
workshops, and leading policy validation processes. - Demonstrated ability to assess governance structures and identify institutional
and operational gaps, with practical recommendations for improvement. - Experience working with organizations involved in advocacy, social
development, human rights, or disability inclusion will be an added advantage. - Knowledge of the disability rights sector and disability-inclusive governance
practices in Ghana is desirable.
Proposal Submission Requirements
Interested consultants should submit a proposal that includes the following:
- A cover letter highlighting the consultant’s or firm’s qualifications, relevant
experience, and suitability for the assignment. - A technical proposal detailing the proposed methodology, work plan,
stakeholder engagement approach, and timeline for completing the
assignment. - A financial proposal with a detailed budget breakdown.
- Curriculum Vitae (CVs) of the lead consultant and key team members, outlining
relevant qualifications and experience. - At least two references from clients for whom similar governance reviews,
policy development, or institutional strengthening assignments have been
undertaken
Evaluation Criteria
Proposals will be evaluated based on:
- Relevant experience in governance review (30%)
- Quality and appropriateness of proposed methodology and work plan (30%)
- Cost-effectiveness (20%)
- Past performance and references of similar assignment (20%)
